The entire political development after 1927 relied on this logic. It was exactly the opposite of the logic behind the establishment a nation-state in the West. The basis for the establishment of a nation-state in the West was the alliance between the payers and the users of money like Chen Jiongming and businessmen from the eastern Cantonia. It would be a union of the landlords and merchants who raised money and the military commanders like Cromwell that would constitute the congressional politics. Representing the gentlemen who paid the money, the Congress would use their power over the fund sources to manage and control those who had the military power. Whether it was Charles II or Cromwell, the one with the military power could do nothing if the Congress refused to fund. To make sure that the parliament would appropriate the money, the military leader must compromise with them. For example, the fiscal expenditures and the government must be supervised by the Congress. If the military head conceded and accepted these conditions, then the king or republic leader leading the army would be commanded by the Congress controlled by the landlords and bourgeoisie. Under such circumstances, what Marx called bourgeois democracy or what we now call the nation-state would almost be born. The whole process first requires that the bourgeois society who would be the fund source should grow strong enough to control the army. Eventually, only when the people commanding forces and the people holding money could properly ally with each other could the intellectuals start to play their roles.
